Technically this should have been asked in Beginner tips, which should also have something about Beginner Questions now that I think about it, but anyway....
When you're at your character page move your mouse up to [City Name]. You'll get another menu, click on Go to City Market. Alternatively, click on the city name, scroll down and click on Market. Under the Stockmarket system and the General Goods should be Weapon Shops and/or Spell Shops. These are for Melee and Magic charms respectively. Below that should be Armor Shops which contains Armor (prevents Melee damage) and Wards (prevents Magic damage) and later Willpower (don't worry about that now).
You'll also have Craft Shops, in which you craft new and more powerful charms from preset recipes using items in your inventory. If you click on the name of any of the shops it will take you to their page where it will list what it has for sale. For example if you click on "Charm Bazaar" you'll see Large Bone, Small Flame Wand, and so forth. Click on Buy and it will ask you how many you want. You can have a maximum of 5 of any charm. If you already have 5 copies of a charm that a normal shop (not a crafting shop) sells then it won't appear in the goods.
After you buy a charm it will go into your active charm list. Go up to your character's name and click "View your charms". It will show you a list (sorted by rune) of all the charms you have. Charms that you can't use due to not meeting the requirements will show up in gray. Charms that you can't use won't show up when you're building a deck, but they will show up once you can use them.
