W/ some games/forums, the moderators split the suggestions forum in two:  one for "active" suggestions being discussed, revised, etc.; and the other for archived/locked suggestions which have been already been implemented, are in [p]reparation, or rejected.

This strategy significantly reduces the number of active threads which require maintenance, and focuses the forum population to only those topics conversationally relevant.

Just an idea.

I think it would probably be best to keep the number of separate forums at a minimum - congestion in the suggestions forum has never been an issue and the suggestions that are worthy of implementation or discussion stay active through the interest of the people that reply.
